On September 8, an article in English was published on  the website of the Embassy of the Russian Federation in the Republic of Croatia with the following title:

This text was also published in a slightly different form, but with all the important emphases, on the website of the daily press (24 sata) on the same day, which is clearly stated in the English title of the text: Russian Embassy for 24sata: The West Ignored Us. We are close to the point of no return, by Filip Suilmanec (published on 9/9/2025 at 08:41 am).

In this text, there are several statements of questionable veracity that are listed as attitudes, which is why we must not check them as untruth-checkers in the public space. However, the text begins with a statement whose veracity can and should be verified. 

On the website of the Russian Embassy, this sentence is published:
The presence of foreign military forces on Ukrainian territory is completely unacceptable to our country. President of the Russian Federation Vladimir Putin spoke about this on numerous occasions. The involvement of Kiev in NATO and plans to deploy NATO military contingents in Ukraine were among the main causes of the conflict in Ukraine, as they pose a direct military threat to Russia's security.

On the 24 Hours website, this statement is translated in Croatian language very correctly. 

Is it really true that "The presence of foreign military forces on the territory of Ukraine is completely unacceptable for our country (Russia-ed. author)?"

Facts:
- Ukraine is an internationally recognized state. It declared independence on August 24, 1991 after the collapse of the then Soviet Union. On December 5, 1994, a document called the Budapest Memorandum on Security Guarantees was signed in Budapest, by which Ukraine, Belarus and Kazakhstan acceded, as sovereign states within their borders created after the collapse of the Soviet Union, to the Treaty on the Non-Proliferation of Nuclear Weapons. The signatories of the Memorandum were: Ukraine, Russia, the United States of America, the United Kingdom. China and France have supported this Memorandum with individual statements.
- In February 2014, Russian forces carried out aggression against Ukraine, occupying some areas in its east and the Crimean peninsula.
- February 24, 2022 Russia has launched a full and open aggression against Ukraine by all means. Fighting continues to take place, mainly in Ukraine. 
- In addition to Russian soldiers, many other foreigners participate in the Russian armed forces participating in the aggression against the internationally recognized state of Ukraine. They are there as part of the official assistance provided by those States to Russia (North Korea, Chechnya), or are volunteers or forcibly recruited. We can say that the number of countries whose citizens are fighting on the territory of Ukraine on both sides is more than 50.
- Given that a significant part of these foreigners belong to the armed units of Russia, which are fighting against the defense forces of Ukraine on the internationally recognized territory of Ukraine, and thus participate in the aggression against Ukraine, we can say that this is an established fact.

From this we draw the following conclusion:
This claim is not true because the Russian Armed Forces, according to international law, are foreign and aggressor armed forces on the territory of Ukraine. This status is also given to all those foreigners who are fighting in its units against the Ukrainian Defense Forces on the territory of Ukraine.

Conclusion:
This analyzed statement is incorrect and leads readers to wrong conclusions.
